The Service
Parging is a thin coat of mortar or cement-based mix applied to the exposed face of a foundation wall. It seals the porous surface of concrete block, fills voids and imperfections, and creates a uniform, weather-resistant finish.
In Baltimore, most rowhouses and post-war homes have concrete block foundations with original parge coats that are now 40–80 years old. When that parge cracks or spalls, water gets into the block — and eventually into the basement.
Visible cracks in the parge coat, especially horizontal cracks which can indicate pressure from soil

White efflorescence — white mineral deposits indicating water moving through the block
